Where does the DSi charger lower the voltage?

Is it in the part that goes into the wall, or in the part that goes into the DSi? If it's in the part that goes into the wall, could I have a link to make my own voltage-lowering circuit? "modify it so I could use it with a solar charger", you could, but you will wind up throwing away all the parts and starting over, and keeping just the connector.
Just connect the second product to the DSI (whatever that is). But this has a very tiny solar array, if any (the specs are kind of vague) and could take days to recharge anything.
