Well, Amazon says that the Collector's Edition will feature: "Exclusive Collector's Edition Content-Featuring three new cars, ten specially tuned cars, six new races, ten exclusive vinyl kits."
Own The City has a new crew member called an Assassin, who basically lays down spike strips to disable competitor's cars. There are also three new game modes: Crew Tag, Escape and Delivery.
