What does splinter cell have to do with tom clancy?

I don't get why on the splinter cell video games it says Tom Clancy's Splinter cell. I searched for a while and it doesn't seem like he wrote any books on splinter cell. The splinter cell books i've seen say, "Tom Clancy's Splinter cell", and then at the bottom of the book it says "Written by: David Michaels". If somebody knows the answer could you please tell me because i am so confused, thanks

maybe tom clancy asked david michael's permission to put a game out but with his name on the game
